Assuming the destination airport was above minimums when you departed and it went below minimums afterwards, I'm think the thing to do was to divert, but, like you, I'm a fair weather pilot. Found another one! KYUM, Yuma Airport in Arizona, changed its ICAO in 2008 from KYUM to KNYL. Flights 9022 and 9023 would be affected. In ISG.CFG there's a parameter

LoadFuelonFlightPlanLoad=1

Would setting that to 0 solve the problem?
